That isn't entirely true. There are a handful of games out there that are cross platform. war thunder is the first that comes to mind, ps4/pc can play together. I know nothing of pcars on the subject tho.
Then the War Tunder guys are somehow allowed to run their own mp servers. I guess its a benefit of being regarded as "indy".
On my community site, we're going to have a mix of PC and PS4 players. Therefore we're going to run plenty of TTs to keep us active together. Setup and settings talk is also going to be good fun.
