overriding admin on windows xp

It seems to me that your privileges have been limited for a reason. Care to tell us why you want to override the administrator?
 
You ask the administrator to enter their password. Most administrators I have met are reasonable as long as you are.

And yes, I would go with skip's idea. If they feel you should be allowed Administrator rights, they'll give them to you. Restrictions are there for a reason.
 
its my friends computor he has a family computor and he just needs to d/l flash player but his computor is so restricted that i cant even get past the admin so i need to find him a way to overide the admin

Ask your friend's parents to install the flash player for you then (but make sure it's installed so all users have access to it).
