Photo Editing Program for Windows 98

wow this thread really went downhill from the first few posts, no thanks to ITR

but back to the first question, The Gimp Is A Great Free Image editing Program, i dont use it alot on my windows pc, but whem im on my linux pc, i use it alot

If you want something a bit cheaper, I'd say Photoshop Elements, just cause I've used Photoshop before, and not those others. It's like a Lite version. Personally, I got a copy of it with my computer, so I wouldn't know how much it is in stores.
