Yes on both accounts. Depending on the car you are against, some pit quite often (Shelby) and some can go quite a few laps. If you want to win Races, I'd suggest pitting. (With the exception of the Escudo and the speedway enduro from what I hear, no pitting is needed.)

it all depends on the number of laps in the race and if u have on the right tires. if u have on the super soft u'll have to pit bout every 2-4 laps 5 your really pushin it. the car also plays a big factor in your pit stratagy. if u have for instance a supra rz and u have super softs u'll pit bout every 3 laps depending on the track.
