Well, the police in my area basically drive these things:

I saw a state trooper like this one pull someone over on my way home.

I've seen a silver caprice like this one appear at the entrance to my neighborhood a couple of times.

My neighbor drives one of these.

I think I saw that on TV today when they announced the new stricter penalties for people using their phones. It was used as you said to film HGV drivers at the same height.

The way that rear wing is fixed on really annoys me.

The first time I saw it, I thought they attached it on the right side only.

You can't see it, because of the angle, but the spoiler is actually attached to the roof and only supported by the trunk.
