This idea was brought up among several senior members in the "HMRCWG" thread. We were discussing the possibility of making restrictions on the amount of smilies you can post in a single reply. This would eliminate the "smilie trains" that people like to reply with and would cut down on the amount of spam and garbage.
Another idea that could be imposed is a minimum character length per post. An example would be that in order for your reply to be posted your reply has to be over a certain amount of characters, such as 20 or so. You could use that handy "Check message Length" button right under the express reply box to see if you have made the minum amount of characters in order for your post to go up. I believe that if you have a truly good idea to share, or a insightful comment that 20 characters is not very much to pass at all. This will drastically cut down on the amount of spam i believe and it will bring the quality of posts up.
