I am thinking about getting Project Cars. I can buy the Complete Edition PS4 for ~ $10. I already have PC2 and I love it. Is PC pretty much the same except for some different cars?

For my money it's still the best looking of the 3 PC titles.
For my money, it is still, after more than 10 years, one of the best looking racing game/sim in VR.
Racing the mustang GT this afternoon at Sonoma, with transition from sunny to rain to slightly covered.
On my RTX4070ti super/ HP G2, driving with DD, this game still hold its own on every aspect, including optimization.
I realize people have moved on, their loss.
PCars was ahead of its time, still offers today a totally enjoyable sim experience on every level including tactile.
The madness engine was and still is one of the best available.

We haven't moved on, we're just taking all the content and putting it into AMS2
I understand you are trying to be funny, but if you are now playing AMS2, a great game in its on way, even with content coming from Pcars, but not play Pcars anymore, you have moved on. :)
People have every right to play what they like, nothing wrong with that, but I feel that they are missing up for not using the original anymore, as it, IMO, still holds its own very well today while procuring a unique and different vibe, taking advantage of better GPU than 10 years ago and better DD hardware as well.
As the original iteration, it is a clear demonstration of how great the madness engine was, is and how little progress have been made in 10 years with the other iteration of the madness engine or any other engine for that matter.

Project cars is what got me into sim racing. It's what got me on the path to wheels and pedals and sim rigs. I realized there's more than just gamey stuff out there. Went along with Assetto Corsa for me and I never looked back. I'll never forget those first experiences in PC1, I was addicted and couldn't stop.

In terms of visuals, in particular VR, I would have to agree.
