I've seen that you can earn that special GTR in a certain GT academy seasonal event. However, I own the regular copy of GT5, does this mean I can't obtain this car?
In this case, you can get it. You just have to sign up for the competition on the Gran Turismo website and do at least one run in the time trial in game (after you have been verified) and when you come out to the home page you should have the car.
For the model, I don't know where you could get it. Probably ebay.

PD posted that they were going to try to "somehow" get the car to all of the U.S. GT Academy participants.
Or you can get a UK PAL disc and pretend you're from the UK. I have NA & UK discs and so far I've been covered for all cars released. No need for the Asia disc yet.
** Note that the region specific cars are in separate garages. No way to merge them so far. Loading each disc gives you a different save and even different online profile.
