That's not bad. It's still a Smart but it's better than stock.
 
Smarts usually have only 3 lugs per wheel, however... I don't think it's legitimate.

A few shots of cars in Vegas that can't seem to be lowered properly. I'm really hoping that they are just on air bags and have been dropped down just for parking.

The wheels on that XB look to be Work Eurolines. Those are friggen awesome, but the rest kinda sucks.

EDIT: Or at least something similar, the center area appears a little different.

I've been suspecting that it's actually a Toyota bB, myself: It has a tuning look that's similar to other Japanese cars i've seen. then again...there's no front plate, which I think is mandatory in Japan..
