Its a Russian/Soviet Airfeild Snowblower. Its pretty smart since you don't have to worry about damaging the tarmac with blades thus creating FOD damage plus its quicker at removing snow. IIRC you can use them for Deicing aircraft in a pinch as well.
That's the kind of gaudy excess that those things were basically built to achieve. Questionable as hell, but not much more so than the vinyl top and opera windows that they put on it at the factory.
