Not natively, no. You could, in theory, do a very brief time-lapse effect by shooting several photos from the same camera (i.e., one of the fixed-position track cameras), so long as you kept all the exposure information (f-stop for depth of field, shutter speed, panning type, etc.) the same for each exposure. But that'd be about it - and it would be brief, since the option to choose a fixed, trackside camera is limited to the time in which your vehicle is in the area.
