Actually, MyGranTurismo's rating system is based on the amount of people who own it, not its rarity in the UCD. But what I can tell you that it is pretty rare. In around 3000 days, it only appeared twice for me.

There's no more "rare" car in GT5. Except the one you don't have. But you will have them if you continue playing, trading.. & buying. it just take time.

That term is even more vague.

The term 'rare' can be used and is even more descriptive when it concerns the number of times it shows in a full cycle of the UCD as explained above.
