There are only two "rare" Cars (My Opinion).
370 Z Tuned Academy Car
And
Jaguar XFR ´10

The first one is only achievable through a lvl 12 Ticket.
The XFR is only achievable through Top-Gear challenge and 2010-Ticket (1000 Ticket too but the possability of getting one is quite low).

=> I would say that those two are the rarest cars under the Trade limit.

Is a car rare if you can win it in one of the offline events. I would like to believe otherwise.

I think that the FTO GPX '94 is one of the rarest, as I've been religiously checking the ucd for it for at least the last 1000 game days.

The two cars i know of that can be under the trade limit because i bought them is the ford gt 02 and the ford gt 05 with stripe's.

As someone said if the cars winnable then it's not that rare. Also I got my 0/0 XFR from a level 9 ticket.

CZ3 doesn't appear very often, but I happened upon both the Tarmac and the Tarmac Rally Car in the same UCD. I have yet to see the XFR in the UCD, I really want a stock one to play around with (Made the mistake of maxing the one I won as I got it fairly early on, before I learned some restraint). Oh and I like how the OP waited a whole 8 minutes before losing patience and bumping the thread.

I don`t get why people keep saying no car is rare. I saw some cars only a couple of times. Other cars i saw dozens of times. Maybe the majority of cars vary per player what`s rare and what`s not but i cannot believe that someone saw the Alfa touring car dozens of times.

The fact they can both be traded means they are NOT rare. Just go into the marketplace and trade away.

Chrome lines and stealth cars cannot be traded, so personallyI don't think they have nothing to do with the question,especially the 'under trade limit'!!

Haha I hadn't even remembered that car was in GT till I saw it, now im searching for the 400R, haven't seen it in the longest time.

400R is also a blast, and comes in 4 different colors so it's easy to tell which has the tune I'm going for.

Lucky, I saw the 400R and had a little more money but thought meh I'll get it later, apparently my brother decided it would be a good time to test out the new cars I got and the dealer updated.
