Plenty of threads on this. No, it's not because you crashed it fixes natural wear on the car after several thousand miles of racing, but it's always there as an option for no particular reason.

As soon as the car is no longer "New" the restore rigidity option will be there... Don't do it just because the option is there. Somewhere down the road, after several thousand miles of racing, the car will deteriorate and become unstable in cornering among other problems. It's up to you to decide when it's worth it to refresh the car, but generally speaking, never on a car with less than 1,500 miles of hard racing.
