If you have the means, you can mold it out. I've also seen companies make pieces that fill in the hole.

Or you can just throw a tow hook in there. And no, not as a HEY LOOK AT ME I'M SUPER JDM BRUSKI, but because it actually looks good on there. And since the Toyoscibaru's cutouts are for single tip and not dual tip, it'd fill it fine.

Or...you could get rid of the dual and run a single because it's lighter, cheaper, and less completely unfunctional. Speaking of single exhausts...looks like that final exhaust flange is placed perfectly for a straight axle-back right into that little cutout there.This is from the Scion.
