Anyone know what the Arrow and the green bar is for? It goes red when you accelerate and green when you Brake?

I think the green arrow means that it is charging, and the red arrow means that it is using the charge. This is seen on a lot of VGT cars.
 
It's the hybrid that quite a few VGTs (and a few other cars such as the Toyota TS030) have. On a lot of VGTs, holding the nitro button down significantly increases the power output. The red arrow means that the harvested environmentally-friendly energy is being deployed, and the green arrow means that the environmentally-friendly energy is harvesting.
 
I've seen that the green bit doesn't go down when I'm using the car. Anyone else notice this?
Its does When i did around a hour and half with the S version the green bar went all the down to 0. But nothing happen when it did

This picture doesn't show it but it shows how long it takes for it to get to 0
 
It indicates the amount of energy stored in the pneumatic system, which drives the front wheels, controls the active aero, is used for wake control (when you press the nitrous button, so you don't get more power when you use it with this car, instead you get less drag) and controls the G suit.

Not sure if the S has all those functions though, but that's how it works on the X anyway.

That'd be the hybrid system. The green bar is the amount of energy stored in the hybrid system's battery. You can see that in some other cars as well, like the Honda CR-Z, Toyota TS030 Hybrid, Toyta FT-1 VGT and Lexus VGT. As for the arrow, it goes red when you accelerate because the stored energy inside the battery is being used to propel the car. It then goes green when you let off the gas, because the hybrid system is using the kinetic energy from your car's motion to recharge the battery. You can make the battery recharge faster by braking (yeah the hybrid system in GT6 isn't accurate, because just letting off the gas won't recharge the battery, you have to brake to recharge them). Think of it as a sort of infinite nitrous.
