I think, and I'm sure this has been posted before, that you should make a minimum number if posts before you can create threads and also take thread making priveleges off bad posters. Both of these ideas are used on gaf to great success.

Every new member's first post goes through the moderation queue, whether it be a reply or a new thread. The user cannot post until they get it right. Once the first successful post is approved, we prefer to let the Report and Infraction system do its work. If you see things that are not up to par (either in direct violation, or just extremely low quality) please feel free to use the Report button. A staff member will look at the post in question, and issue a warning or infraction if necessary.
