well u can make the cars but i like to us mspaint but to animate it u need to get an animation program sucha s animation shop or what i use Active Gif Creator. i can send it to u over aim if u want it so u dont have to pay the $40

about the gif you can use imageready (comes with photoshop) to mke your gif etc.
