Yeah, it was leading to another city but they stopped making it I guess. You can go see the other city by flying around the dam, but you will fly through all the polygons. It's weird stuff !

i once managed to get into the tunnel but when i moved forward i suddenly appeard on the other side again

I myself have unlocked the tunnel. Towards the end of the game, it has you ram through the tunnel wall there and you have it unlocked to the other cities. Now I could travel from city to city, and I have all of them unlocked.

Yes it would. If i remember correctly you dont really get anything for beating the game. That would have made a nice present for beating the game.
