There are quite a few anime that doesn't have huge amount of girls with large breast or wear very little.
Also, isn't Western television and cartoon also feature females with large breasts and excessive sexualisation of themselves? Example are the films, such as Resident Evil, Coyote Ugly and so on. In soap shows, you often see some actresses that seems to only be employed for their "assets" and their attractiveness. So much so, that at university, it was a common drinking game to play.
Actually, the anime film, Akira, doesn't have half naked girls and big breasts in it. Although it is a strange film at first for a newcomer.
You just have to see it as a different way of telling a story or the deeper meaning behind the story itself. Plus.... with anime itself, its often more entertaining as it really show the expressions of the characters rather well (even though its can be overdone) which is more that could be said for some "actors/actresses"...
