I think they are updated after each event you take part in. I'd assume they are updated each day too.
You probably shouldn't bump a thread after only 4 minutes, or you'll have a mod on your case, just letting you know.

Yeah, they are updated after every race you participate in. Or every Special Event, or Licence Test, and even Practice mode. If you are bored, and looking for a car, just go practice, drive for 5 seconds, and quit the practice session. When you get back to the menu, you'll have new used cars in the list. Hopefully not a assload of GTOs and FTOs like me But still no '97 MR2 GT-S for me...

Every time you have a race load screen (You can exit the race straight after the track has loaded)

The game advances one day and 6 new cars are added after each of these loads.

I've gotten the GT-S a few times. I brownish bronze color. Nice ride. Wish i would have purchased it.

Every time you see the loading bar, 1 day passed and 6 new cars are added to the lot. Since there's 30 cars at a time, just come back every 5 days and you'll have 30 new "used" car to check out. The quickest way is go through license B1 to B5 without doing them.
