Nope. With the start of Perestroika, since 1985 (when Gorbachev headed the country, it was the time of "publicity", freedom of speech, etc), metalheads became no longer a forbidden culture (as well as punks, etc).
Late 1980's were the birth years of Soviet metal, when it left the underground.
