High mileage 2CV and Subaru 360s will both drop down to around 8HP without oil change or engine rebuilds. Interestingly enough cars under a certain HP can't have the power limiter used however you are still free to use ballast.![]()
You can buy many cars including both the above cars with well over 300,000 km on them from the UCD. No need for prolonged use as they are already completely worn out with tar for oil.I was assuming the OP was referring to the BHP figure at time of purchase, not after prolonged use?
I honestly have never seen a car in the UCD with single figure BHP... but that's not to say it isn't possible, just that I've never seen it.
Would be a good challenge though... grind a car down as much as possible to reach the lowest possible BHP.

The UCD lists the power for a new car not the actual figure for a worn out car. You don't see the actual HP of the car until you buy it and open up the tuning menu for it in your garage. So the 2CV is always listed as having like 12hp and on a 0/0 or low mileage car will actually have like 14HP after an oil change. What does change in the UCD is the PP, higher mileage cars will have lower PP # shown as it reflects the cars real condition as opposed to its listed book #s.I know this, but I still have never seen a car in the UCD with single figure BHP. Maybe I haven't been so lucky.
