Why wont my Enzo get faster?

My Ferrari Enzo started off with a top speed of around 217mph. Then I tuned it as much as I could and the top speed is still 217 mph. Why is this?
 
does tuning as much as you could mean, you bought an installed everything ? or you did that then went an adjusted things too ?
 
I had a similar issue, can't remember the car but no matter what I did (Part upgrades, Transmission adjustments, Downforce etc) It peaked at 220mph or something...

If I adjusted the gears it would stop accelerating, even though I had revs left and just stay the same speed.
 
drive it in a spec or b spec, change oil, adjust the gearing to anything over 260...

in ssr 7 from the tunnel, end to end, i can hit almost 250 mph and even more after that
 
I reached 253mph (407kmh) with my Enzo Ferrari ;)
Fully Tuned, changed the topspeed to 440
AND changed the downforce to the minimum (10 I guess)
I also lowered the suspension.

Try this setup and test it on "Circuit de la Sarthe (no chicanes)" and you'll reach that speed :)

Also, don't forget to change the oil, even with a new car!
