I can't find much info, it's no longer available to view on the website it was originally posted on. All I know is that it's a US Airliner of some kind and that the photo was taken at least 4 years ago.
 
If I had to venture a guess, I'd say that the angle of the shot makes it look steeper than it really is. Slightly more isometric and you end up with a shot like this. More parallel to the runway and you get that.

If I had to guess, I'd say it looks like it's an image taken during a riot in Athens. The Greek writing on the Riot Police shields might be a clue.

Ah thank you, very nice indeed the infinity pool is rather clever but scary at the same time.
 
The construction of that building is certainly possible, however the airplane landing pad on the left there would have to be converted to a helicopter pad. You would just need someone with unlimited cash and a good location for it. Reminds me of something you would see in the middle east.

Technical ability is not an issue, what is an issue is money. No-one has the capital or the temerity to build it.

If you look at the picture, we have sky scrapers around the world that are bigger than that thing. It would certainly be expensive, but not a record breaker.
