A cool idea that PD could've implemented is have the tickets serve as vouchers that can be used to select any car you want from the dealer, provided it says what's the highest level car you can get.

That would be nice. And the highest level car is the X2010 it's at level 40.

Finished spamming my 22nd Ticket 1000, after 10 (my own personally-determined limit for spamming these) tries I ended up with a Corsa Comfort 1.4 in Cityrot Metallic after skipping a Yellowbird. I have 7 of them but it's still a better car than I ended up with.
