The part about barriers only applies to the 300mph Club because we have to go around a corner - you guys won't, so it'll only slow you down. Feel free to swerve into the walls if you like
Number 5 is dependant on what sort of classification you decide on - or, indeed, if you have none then it could be omitted. The set of rules for the 300mph Club are almost all revised since they were first implemented, with a careful rewording here and there, to stop possible disputes and so on. Hopefully, there won't be a lot of problems moving them over to here.
You might want to add something about the power, torque, weight and aspiration of the car used. With the 300mph Club, going full-tune is something of a given (the only variables being aspiration with some cars, and Race or Original suspension kits), but here you might well be better off without going full-bore at all the parts. Tyres, too, have a stronger bearing on what happens here.
It depends, ultimately, on how much information you want people to give about their runs - do you want a competition that's strong and secretive, or an advancement in 1000m-sprint tuning? Turns out that the 300mph Club is a bit of both - advancement resulting from competition - but it took a long time to get there. It's up to you how you run it, but I'll be keeping an eye on it anyway
