The only race Minardi started with a realistic chance of winning. (Verstappen was ahead of Fisichella on an identical fuel strategy when he spun off the road at Turn 3 and the anti stall didn't kick in.)

Is that the full race? I'm not sure that's entirely legal if it is.

It is the full race. If it is illegal then the person who put it on YouTube would be the one getting in trouble.
