But less downforce also means they will get sideways and flip easier, the spoilers keep them on the ground.

There's ways around that. The cup cars look like they stay down, even with their lack of downforce. More flaps and other things to extract the air from under the car before it causes it to lift.
New Gen 6 cars do have HUGE flaps. But point is, you can't legislate for every type of collision and accident. These crashes will always happen.
If they can keep the cars off of each other, there's much less of a chance of these massive pileups.

Less downforce won't do anything, its not about downforcw, its about how a car acts when its going in a direction it shouldn't, or being picked up off the ground by the front of another car. As happened on 99% of all the airborne wrecks of the past 10 years.
And reality is nothing can be done to fix this, but I'm seeing the same reaction over this as on gun laws. Instead of solving everything by banning and nerfing everything why don't we sit down, let the professionals figure it out and see what can be done to fix the bad part while still keeping the goo parts. Lets be honest before that last 1/4 lap that was an exciting race and if it wasn't for the car breaking the fence we'd all be cheering at how awesome it was.
If they really want to end tandem drafting, they just need to make the bumpers so that they don't line up straight. It's the easiest and most effective solution.
