Blame Fifa.

Spain have the Red as their dark kit and White as their light choice.
Netherlands have Orange as their light choice and Navy as their dark choice.
Spains Red kit would be considered a clash with the Orange, so one is wearing the light kit and the other the dark.

Clear as mud, which is dark.

They have got the Goal Line technology in, but the money used for that means that they have to use Mr Magoo and Hans Moleman as Match Officials.
 
Diego Costa slipped and the defender did, in fact, touched Diego's foot. Unfortunately the contact existed and helped Costa falling. A penalty indeed.
