Isn't it mandatory for there to be foam?

Yep, part of safety regulations.

Just think about that. Inside it metal, a layer of blue foam, and over that is sheetmetal, then the "paint" wrap.

At least the #88, #4, and most likely the #14, have been ripped open to that foam.
