Dutch interviewer asked Alonso, while they both were watching the Force India move, about the rumours that Alonso is open to move to Williams. Alonso responded in a correct political way but I would put my bet on this rumor

The longer time spent behind the safety car the better it is for him as the race can be finished behind safety car.

So the longer behind it the odds of finishing the race behind it increase.

Because both drivers lost time, and Sergio lost a lot more. The stewards take the time lost through damage into account. If Perez had got away with no damage and Ocon had lost his front wing and got a puncture or retired, Perez would have had a massive penalty. The damage he got was his penalty.
