My primary program of choice is Macromedia's Fireworks... I've never used animation shop so I really don't know the limitations or features of that program. I do know that the target files size feature just adjusts the number of colors in the image to reduce the file size.
If you have a color palette during the save or export process, where you can delete shades of the same color, and if it gives a current file size, you could do it manually. The shades I'm talking about are like if you had 13 different blues in the gif, you might be able to delete 9 of the 13 blues, so on a so forth...

BTW - Ulead has a little program called Gif Optimizer that will do this automatically... Maybe check it out...
