Are these for use with PS4 or just PC ?

They're for use with PCs, as mentioned here.

That is, they're for the PC version of pCARS. Some of the apps (typically dashboards) runs on Android/iOS, using a server component on the PC that runs pCARS. However the community is all for enabling consoles to connect with these apps - we don't know if/when that will happen though.

Thanks, be good if they do something like that for the PS app and use the 2nd screen function that way

I'd like to see them on the PS Vita. Screensize is just right for those apps
