From the article:

Dear Gran Turismo Community,

Thank you for your continued support and feedback on Gran Turismo 7, your voices have not gone unheard. I would like to apologize for the frustration and confusion caused last week with our patch updates which resulted in, not only a server outage but also adjustments to the in-game economy which were made without a clear explanation to our community.

We know that this is not the Gran Turismo experience you expect and we will be making a goodwill gesture in the form of a non-paid credit pack of 1 million Cr. available to those players who may have been affected *. You will see this hit your accounts shortly. Make sure you log into the game before April 25 to claim the credits.

The patch update previously deployed was intended to rectify an issue with inconsistent reward payouts within a part of the World Circuit Events. But, to re-establish the intended equilibrium and provide more accurate rewards based on time investment and completion, it was necessary to recalculate the rewards system as a whole.

To improve the player experience, we will be rolling out a considerable patch in the beginning of April. The number of events will be increased, and we will reestablish the reward system with greater balance throughout the game to benefit all players.

Updates which will come into effect beginning of April:

Increase rewards in the events in the latter half of the World Circuits by approximately 100% on average.
Addition of high rewards for clearing the Circuit Experience in all Gold/All Bronze results.
Increase of rewards in Online Races.
Include a total of eight new one-hour Endurance Race events to Missions. These will also have higher reward settings.
Increase the upper limit of non-paid credits in player wallets from 20M Cr. to 100M Cr.
Increase the quantity of Used and Legend cars on offer at any given time.
Beyond this there will be a few additional patches deployed between now and the end of April which will add new cars and tracks and make some other fixes.

Finally, we also want to take the opportunity to lay out some of the near-term updates we are working on. We can’t confirm an exact date or specifics yet, but will give advance notice via www.gran-turismo.com.

Increase the payout value of limited time rewards as we develop as a live service.
Further World Circuit event additions.
Addition of Endurance Races to Missions including 24-hour races.
Addition of Online Time Trials and awarding of rewards according to the player’s difference with the top ranked time.
Make it so cars can be sold.
We want to thank you for your continued patience and valuable feedback as we grow and evolve GT7 to make it as enjoyable and rewarding for as many players as possible. We always want to keep communication lines open with our community so that we can work together to build the best racing experience possible.

*Limit 1 per person. Must own a digital or physical copy of GT7 for PS4 or PS5 prior to the publication of this post (Friday, 25 March at 1:00am PST) and log into Gran Turismo 7 between Friday, March 25 at 5:00pm JST/8:00am GMT/ 1:00am PDT and Monday, April 25 at 5:00pm JST/8:00am GMT/ 1:00am PDT to receive the free credit pack.

New cars and tracks by end of April 👍. Sounds all positive. I haven't played the game much so will benefit from the higher rewards. :)

the "Increase rewards in the events in the latter half of the World Circuits by approximately 100% on average" is not good enough of course. and its the only figure given.
we will see.
come April, if game economy still stinks, it will be for sure an April fool's day for someone, and I dont mean the customers

All good changes, nice of them to respond instead of trying to act like there's no problem. Obviously it's not solving all of the issues with the economy, but it's a step in a right direction.

I'm also hoping that circuit experience rewards will be retroactive, I wouldn't want to do some of them again. ;)

This is a great start! Very encouraging that they are listening, and more importantly, COMMUNICATING!!

Addition of high rewards for clearing the Circuit Experience in all Gold/All Bronze results. Cars please!! In GTS you received the car used for the Circuit Experiences as a reward for Golding it.

Concerning that there is no mention of addressing the Multiplayer issues, unless that is included in “make some other fixes.” PD, please make the lobbies on par with GT Sport. The current lobby system is idiotic and insulting. FIX IT NOW!!

Thank you.

Hopefully now people can stop harassing and review bombing this awesome game and developer.
The damage has been done. Undoing the low scores is not going to be easy. Not that it really matters that much. Just some vocal minority scores on an otherwise multi-million copy selling game franchise that will keep on entertaining me and many others. For reference, Fallout 76 has gotten many updates since its inception that have improved the game drastically, but it still suffers from a rather low user score on metacritic. It is what it is. I'm glad to see this response within a week of the craze though.

Edit: As nordschleife51 above me said, it is concerning that there is no specific mention of fixing the multiplayer lobbies. They are currently not even 10% of what GTS lobbies offer. So many things need to be added/improved to even come close in comparison. This needs addressing asap.

This is a great start. I would've liked to see mentions of the custom race payouts and RNG systems (namely roulette-exclusive prizes and invitations), but they're fixing my biggest problems with the game first.

I've been plenty vocal about the game's issues and this is a very promising step towards shutting me up . Let's hope they keep this momentum going and earn back all their old goodwill.

I remember at the start of GTS the online lobby had a max hp max weight setting. Totally messed up. Took them ages to fix it to min weight. Hope they are a bit quicker this time making lobby settings better.

"Beyond this there will be a few additional patches deployed between now and the end of April which will add new cars and tracks and make some other fixes"
".... And make some other fixes" Praying he means change the roulette system so that the tickets for those of us further into the game always 4-star+ so the rewards match the progression, and hopefully some other ways of attaining them besides the daily. Secondly make more cars compatible with engine swaps. I'm not saying they need to be easily accessible, but there is ZERO reason I can't put a 2J into an A70 supra. I know this is a bit nit-picky, but seeing the 2J be able to go into an S15 and not its own predecessor hugely irked me. Otherwise this is a GREAT response and the ability to sell cars is a major improvement that warrants some forgiveness from myself and hopefully you guys too.

This makes me so happy. It sucked to see GT’s reputation in free fall but the backlash was very much warranted. 10 years to unlock everything is nuts and more like work than a game. Scratch that, it is work. Really glad PD listened and are making the necessary adjustments to amend the economy and add more content. The free million credits is nice, too. Overall, they pulled GT back from the brink - just in time, because more of the same was going to leave the series’ reputation in tatters.

One side note on something I’d like to see them change at some point is making the default Showcase view “New” rather then trending or most popular because it’s really affected the Scapes (and possibly livery) community. Interaction is way down on Sport, which is unfortunate because it was cool sharing a picture and getting feedback on it.

That depends on how well PD implement this, and it's also evidence that the form of protest taken works.

Or do you think that PD always planned to rip up and rebuild the bulk of it's in-game economy?

This is either a reaction to consumer action or an acknowledgement that PD were incompetent in it's initial release, and PD are saying it's the former.

It "works" in that people successfully bullied PD into raising payouts. Will it "work" to give GT a bright future? Doubtful. People have dragged the franchise through the mud over a few credits.

Maybe if Sony gave refunds unhappy customers could have got their money back instead.

People review bomb because it’s one of the few places you can make your voice heard. They reacted quick to the backlash and we’ll have to see how it works out.
