I haven't tried it in a while, but if you have Photoshop you can use the color selection tool and select the exact color you want from a picture, and get the hex code from the options for the actual color.

Actually, that site only lists 3,093 of the 16,777,216 possible values. Of course, the human eye can't really see the differences between some of the possible values such as #FFFFFF and #FEFEFE, or #000000 and #010101.

Can't say I spent long enough looking to either know or care how many were on that site. It was simply the first one I came across that had color chips.
