I've been reading that running into walls with premium cars will damage them and you will spend tons of money on repairs. Does this come on at a certain level? Does it even exist at all?
Damage doesn't affect anything. It's purely cosmetic.
From my experience. I've trashed cars at over 200 mph and when I start up the next race they're pristine.
The chassis maintenance is based on mileage, not damage.
my brother managed to flip a car and smash walls 5 times and it started pulling hard to the right. you almost have to be trying to damage the car to get it to do it.
Think it starts to unlock at level 20 then gets worse and worse and fully unlocks at level 40.
damage is at level 1 that it is at level 40. also don't waste your money on the frame restoration, you could do a race not hit a thing and it will show it as an available option. only do it when you notice the car handles like garbage. haven't heard of anyone actually needing to do that yet.
Sony said that there is no damage unlocking you get full damage from level 0.

Do you mean the damage is the same at level 1 through level 40? i.e. it does NOT get more extreme as you progress up the levels
If that is the case, why do my doors or tailgate open or fall off such as I have seen in videos on youtube? I am at level 16 and have seen NO damage at all.
Please explain that.
I think the trophie to make a part fall of your car is near impossible. I tried it on the test tracks and i seriously tried to damage the car. I "tested" the indy race and drove the car about 20 times with nearly 380 km/h straight into the wall, nothing happend, except the spoiler of my fgt was deformed.
I think the damage part of the game is just a marketing gag with no real consequences in the game, because if there would be consequences the AI drivers would try to avoid getting damage, which they definitely don't do.
Could someone show proof of sony or pd stating that damage is not level based ? Im not saying that they did not but I can't find it anywhere , and tbh with no proof that could just be a rumour as well.
The proof is you getting into a WRC car at the lowest possible level and smashing into a wall until pieces of the bodywork start falling off. This is a ridiculous rumour, and choosing to believe it simply because it hasn't been proven false is the same as believing the world will end tomorrow just because no one can prove to you it won't.
