can you get black special cars after days 694-700?

You have to wait another 694 days to get them again thats all..i missed them on purpose i dident want them yet.

I think Day 1394 through 1400 would be the exact date when they show up again. The cycle repeats itself endlessly, so you will always have another chance even if you miss them again the next time around.
