Can you only do a car wash when your car is dirty?

Can you do car wash and another car wash after?

Reason I am asking is for the Penniless trophy

No, you can't, there was a video from Christhedude showing him trying to clean his car, at it said, sorry your car does need to be washed again.

One way I thought of, if you really want it, is to just buy 4 karts right at the start of the game. At 5000Cr each, it will make you skint, then do the first couple of licenses, do the kart special event, sell all four of them so you make some money back, and carry on like that. Downside is you will be hurt financially for a while, but you will at least get the trophy...
