Do ALL tracks support 16 cars in online mode?

Like the title says, do they?

If not, is there a list of the ones that do?

I believe they all do. Whenever I make a room I'm always able to set it to 16 players, even at a small track like Autumn Ring Mini.

My concern is that the game might force some players into spectator mode on those small tracks.

I think the question is if the room will be stable enough with 16 people from different countries... Up until now I've been in a room with 14 people from all over, the host in the USA and we did a 20 lap Monza "hot hatch" challenge... Was surprisingly stable, but Ive heard other things as well...
