I don't think there's any elevation possible for the dirt tracks. I don't know about the snow tracks, haven't even tried to make a snow track actually.
Well I dont have any offroad jumps, but I have made them in the past.
Dirt jumps are almost impossible, but jumps in the snow are possible. Play with some different layouts, and play with some extreme camber. Eventually you'll find something.
