Yeah rotate exists on all platforms. On PC, you can also hold E and then rotate. The rotate speed is slowed down a bit.

That also allows you to move the item up/down in the vertical plane, with mouse scroll wheel. It's all in the in game help file when you pause.
Same for console versions

You can also edit the fallout.ini file on PC to make the overall item rotate speed much slower than vanilla - which is way too fast!

see here, plus other helpful tweaks like making entering into workshop mode faster, items snapping to a 45 degrees angles or whatever you want, and grid snapping

Had an encounter today, that I thought this was scripted, but it appears to be emergent upon loading and retrying.

Was talking to a Mr handy at the general Atomic Galleria, and while in the chat display, I heard all sorts of commotion and firing, turned around a Legendary Mirelurk Hunter was bearing down on me!
It triggered a mine at the nearby car which exploded and then later set off the car, with Mr Gutsys there all firing, plus me and my companion - all hells breaks loose :)

reloaded a a few times, then skipped the speech and went down to the nearby lake which is not that close, and yes the MireLurk Hunter comes out of the water area and moved all the way there on it's own will, and was not scripted

Well that's odd as I discovered it just fine. All I had to do was go up through the building that it landed on after it's failed flight, and there it was.
Like @NW48 mentioned, I had no problem getting it to work properly as well.
Oh, I can get into the building and up to the Constitution just fine. But the building doesn't register as a location that I have discovered.

I'll have to check mine out later today, as I don't recall running into the problem but maybe I just wasn't paying attention. I was a little bummed when I found them in the second location, I figured another quest line would have opened up.

Started up a new game on tweaked Survival difficulty 1x damage for me, 2x for baddies, with harder sneak from Arbitration mod just to try something out - even though I haven't finished the game yet....
And no fast travel

anyway SPECIAL is http://www.nukahub.com/tools/special?build=5b.3.a.4.4.5
perception is 10, so when I get the PER bobblehead at Concord, it will bump me up to a base of 11.
Took Idiot Savant perk first, and it proc'ed a lot, so up to level 5 already!
Idea is to level fast and pump up my Specials a bit, so I become an all rounder.

With such high perception, using VATS is deadly. And moderate luck of 6 with hat, made my crit bar go up decently fast.

Wanted to see what would happen if I just ignored Preston.
I got in the power armour and just bolted home to Sanctuary :)
Repaired it, and slept for the night.

Spoke to Cosworth the next day and companion'ed him.
Went back to the outskirts of Concord, without power armour, heard a big boom, probably the Deathclaw coming out, and some gun shots....
Every time Preston killed a raider I got XP, and Idiot Savant popped off a few times.
Then silence.

I headed towards the Camp fire/car park area there, and spotted the Death Claw coming after me.
Cosworth distracted him and "died", while I sprinted down to the building overlooking the camp fire, the one with the dead guy and pipe sniper rifle - there was a high level Yao Gaui there at the camp fire!

Went back outside and lured the Death Claw to the camp fire.. the Yao Gaui ignored me and took on the Death Claw :sly:

On the first attempt I stupidly shot at the Death Claw while they fought, bad idea, as the Death Claw came and one shotted me!

Second attempt, ran and hid while they fought, and the Yao Gaui won!
He still had 50% health, and the Yao Gaui didn't bother with me as long as I kept my distance.

And I got credit for the kill, XP, and quest was finished, and I should report to Preston, but I won't :D

Went to Spectacle Island to do the quest, every Mirelurk except the Queen legged it from me, even the hunters. I was dreading taking these on and ended up running around, in and out of the water, trying to shoot them, just typical.

Has anyone killed 2 guys with one VATS shot?

Up till now all my characters have had low luck, but today with a 6 luck character, I cued up 2 shots to the head of one raider, just before you reach Preston. There was another raider just beside this one, and I was hidden.
My guy shoots once, and 2 raiders died!

Must be a luck thing?

edit - maybe a high perception thing

Is it just me, or is the Brotherhood of Steel the most ineffective military force ever? So far, I have cleaned out half a dozen locations for them, recovered a similar amount of technology for them, located a group of MIA soldiers for them, and found a significant lead on the Institute for them. And what have they done? As near as I can tell, they've made some speeches about the future of the Commonwealth and then lost a few vertibirds to super mutants. After several lengthy lectures about fidelity, the evils of technology and working in service of mankind, they couldn't even stop me from spray-painting my power armour hot rod red.

Well I bought it from the lady that sells clothing at Diamond city.
Her shop is in a dug out, down a short stairs, behind where those mannequins are in the market area.
It might not be in her shop all the time, but it will eventually spawn, if you wait enough days.

I think you can also find it out in the world/quest
But it was one of the first things I bought. Helps a lot when doing various quests in water.

The perk that allows you to swim without taking rads and breathe under water was one of the first ones I got, it has been immensely helpful to do some quests carefree.

From my experiences, vertibirds are the worst air vehicles ever with a 100% chance of exploding. Only one I've taken out myself because it was being operated by the Gunners. Not sure how they got one. Maybe it was the incompetent BoS they got it from. I have seen a vertibird land and the guys get out of it. Maybe Gunners had an opportunity with a similar situation to hijack a vertibird.

Finally, weapon display racks - wondered why Bethsda didn't have this in vanilla, considering the intros, promos, always show weapons racked up in the Red Rocket garage walls...

One of the first mods I got was one that made them more durable, with option to make them more deadly as well

Interesting

So today I learned that if you have your fists out, you can sprint and jetpack at the same time. Combined with the Overdrive Servos leg mod (increased sprint speed) and 10 Endurance/Agility, you can clear ridiculous amounts of distance without the aid of Jet or AP boosting foods/chems.

Normally your sprint momentum is lost rather quickly when jetpacking, combined with how fast it consumes AP when continuously held, most people assume that the jetpack isn't very good. But you can really make it do some awesome things, even without time slow effects.

Source video for those who want to hear jetpack noises (it is for science of course).

It's one of the reasons why I would like to have my own faction, it's one thing helping out but when you find how useless a particular group is I'd rather leave them to it.
Should bring back the Outcasts, didn't mind them.

Not only that, but they really need to invest some time in training their pilots. They crash and die all the time.

I duck and cover when I hear a vertibird flying around. They always crash. I also find it funny that when they crash into water, they still catch fire.

So, I completed the story of the game over the weekend and man do I feel... well indifferent. Wasn't what I expected and the last hours felt rushed and unsatisfying. I know the game isn't about stellar storytelling, but the whole game I felt a lack of connection with any of the characters and the ending just was a big meh. Overall I thoroughly enjoyed the game exploring and shooting things, but I wish they a little better in the story department too.

What's funny is that even if they don't happen to crash at the time, you can hear them in the distance crash somewhere far off.

It's not that they always crash, they don't seem very well armoured, a few shots and an engine catches fire and they hang around until it goes boom.
Yesterday I was approaching a Mutant camp when two Vertibirds flew in over my head, great I thought air support, a few shots later they were plummeting from the sky in flames - so I turned around and picked some flowers instead.

Got Curie to give me her perk for liking me, that's five companions now, on to the next one.

Not my experience at all. They are quite literally always crashing. The majority of the time it happens while there's no enemy's, so it's not that they're getting shot. lol.

The times when there are enemies around are the times they actually last a bit longer, for some reason.

You sometimes have troops on the ground which help make them last longer, but seeing them just crash, wow that is careless.
There's a mod to make Vertibirds durable. http://www.nexusmods.com/fallout4/mods/2857/?
Unfortunately I'm on PS4

Heh, in the my new game, I did the scarcastic speech to Trashcan Carla, when I stumbled onto her, about looking for loving

She got a laugh and gave me a discount for any trading with her - sorted!

So, I finally got the Local Leader perk - how do I set up supply lines?

enter build mode, select a settler, and press the supply line assign button, then select a settlement to set the route.
I suggest equipping them with decent armour and guns before doing so. Otherwise it can be a pain to find them to do so later, and so plan your routes out first.
I like to give them a mining helmet, the light at night is cool.
Plus cage armour and a combat rifle.

Heads up to PC guys who mod. Ok...so I don't have proof of this other than I've tested it and it looks like "that file" is the culprit. Last night I finished downloading the Grafix Texture Overhaul updates. Installed it, tested it, and I noticed something wrong with it. But its late in the evening so I went to sleep. I tested it again this morning and I realized by its visuals that its still the vanilla texture of the game that I'm looking at. So I went to that mod page and read the posts and it confirmed my suspicion. The creator forgot to make the mod an NMM Installer. I looked at my Fallout 4 Data files and saw that the mod didn't installed. I backed up the files then proceed to install it manually. Fired up the game and it still vanilla textures. So I quit the game. While tinkering with the files...I noticed my CPU usage is in 30%. So I looked at the Details in the Task Manager and saw an svchost.exe hogging CPU power. I scanned the PC with AVG, Malwarebytes and SuperAntiSpyware but there's nothing. I closed all applications and downloads and my CPU is still at 30%. While thinking what's causing it, I saw the Ethernet in the task manager suddenly receiving data (downloading) at full speed. I checked the Resource Monitor and that same svchost.exe is causing it. Long story short and after hours of testing. It turns out that whenever I start the game with the Grafix Mod installed or in the proper folder, it causes the CPU usage to increase and stuck at that percentage even when I close the game and use the internet independently. I think it has something to do with yesterdays hacking of NexusMods (http://www.rockpapershotgun.com/2015/12/08/nexus-mods-hack/) where they found out that the hackers change some files in some of the mods. Maybe someone put something "malicious" on that mod. So far its back to normal again since I deleted all the copies of that mod. I suggest you guys to test all the mods you downloaded from December 9 to 10 and look for this same kind of behavior on your PCs.

Crap. I actually downloaded GTO and installed through NMM. I didn't notice that it wasn't installed though, though now I'll have to check..

*Edit 1*
I checked task manager and my CPU is idling at 5% when I launch the Fallout 4 launcher and I'm currently doing an Eset scan of my Fallout 4 folder as well as the NMM folder.

Please check it and the CPU usage and the Ethernet. The Grafix version I'm talking about is yesterdays 2.1 version. The one that installs in the "Data" and not the "Texture" folder. I think its loaded with something that an updated Antivirus and Antimalware can't detect.

I've downloaded the fix version (Dec 10) and installed the first folder and it installed in the proper "Texture" folder. I will play it now.
