Flashing lights

I'll keep this simple, why do people try and flash their lights to put you off when corning. All I get at each corner are flashing lights in the rear view mirror, they don't bother me but still why?!

Do they actually find it works!

This happens too often, I'm starting to think it is an automatic process, not the person actually doing it (or DS4 users, turning too hard with the stick and accidentally pushing L3 )
