When the FIA stripped Lewis Hamilton of his win at Spa in 2008, there was an uproar because Hamilton had not actually broken any of the rules as they were written. Now that the FIA has elected not to prosecute Red Bull precisely because they did not break any of the rules as they were written, it's incompetence and a lack of balls?

Although I am flattered to think you take my view as a proxy for fans all over the world, you shouldn't. Unless you are referring to other commentary, in which case you should be more explicit.
