Use mkpsxiso to extract the contents of the disc image, then adeyblue's GTVolTools to extract the VOL, then GT2DataSplitter to convert the carparam data to CSV, edit the torque curve points in the Engine parts, then all of that in reverse to rebuild an edited disc image.
