After seeing the Banshees, i just wonder if there's any way to buy one without the roof on (if you ever catch me playing GTA 4 once, it's my preferred car in dark blue and silver stripes).

There's actually 5 versions of that truck. One with a Lightbar, one with a brush guard, one with a toneau cover, one with the work rack, and a stock one.

If you go up near the LSC in Sandy Shores and near the Satelite dishes, they'll spawn.
