It just really came as a shock to me that I would be asked, especially since I had been registered for less than 48 hours at the time...

Mods and admins can change to whatever they want. Even if a mod isn't an admin, they can still change it to admin. BUT, a member who is neither an admin, nor a mod can't change it to anything like moderator, administrator, super moderator, etc...
