They are so worried about speed there, well then add a real chicane not some dumb tire barrier that just gets in the way.
Why on earth would there be tire stacks on the track acting like a chicane?! I mean, come on!

...I'm not sure that there's room for a "real chicane." It would be very nice to see the cars routed around the train tracks, but I don't believe it's feasible to move the surrounding buildings... The surrounding buildings, I believe, are quite permanent.

High-speed crashes are normally dangerous. The Baltimore street circuit (circuit in question) does not have, well, any run-off area for the safety of the drivers. Then, given that they're going over an extremely bumpy part of the circuit there, with train tracks crossing the road, they feel that it's extremely dangerous.

WilburI get that it's a tight track but that is a joke to try to slow cars down there because it causes problems every year with something. If it is an issue, then make that a corner, turn down another street and make it basically one big U shaped corner using side streets (there seems to be room there add a proper chicane though)
