You could mod an existing sim, it would be much easier than making an entire game...
rFactor probably, seems to be built to be modded.
But this would need a storyline or else your mindlessly bobbing between planet to planet. As you doTo get this to work would need some clever story design and a good way to go from point to point in the story. Otherwise it would feel disjointed and no pattern to it

You've basically got the point there. The physics wouldn't be made up, just their effects may be weaker or stronger than they are on earth.
One problem though, is that unless there are aliens all over our solar system, do we know enough about the physics required on yet undiscovered planets to predict handling, physics, etc? GT5 can't even handle proper crash modeling yet (not that I mind).
Do you suggest that we invent planets, races, vehicles, atmospheres (yet another problem) and gravities? AN DEN make them sim-realistic? Seems borderline impossible.
I am intrigued though. If you make it, they will play (unless it's the Game of Thrones game, that sucked)
The laws of physics is a constant (as far as we know) throughout the universe. All you have to do is tweak the strength of the gravity for that track based off the mass of the planet you're racing on and you're off. Similarly, change the strength of downforce, drag and engine power based off the density of the atmosphere. Lets just assume that all of the planets involved have a fairly oxygen rich atmosphere and that the cars can run fine. (Bare in mind that earth's atmosphere is only 17% oxygen. SIMPLES.
Roger the HorseI wouldn't want difficult physics, I'd want GT/Forza type physics. My point is that a lot of people play games like GT and Forza and enjoy the actual driving and racing and everything, but get put off by the fact that the enviroments and cars in the game are all real, or realistic, and I believe that this game would serve that market well.
There's loads of games for that crowd. Motor storm as an example.

There are games that aren't for the sim-racing crowd.... they're called arcade racers. There's a dozen of them for every single sim title.
