So I am 50% done with the game, A-Spec 22, B-Spec 8 and I have never had anything but sunny weather... I cannot find anywhere to turn it on or off either. What gives?
Weather is implemented as specific circuits that have weather conditions. Only a few tracks currently exist that have changing weather - Suzuka, Nurburgring, Monza, Le Mans, SSR7, Toscana, High Speed Ring, Eiger Nordwand and Chamonix has snow.
AFAIK, weather doesn't show up in A-Spec or B-Spec events, but you can try it out in Practice (GT Mode menu) or in Arcade mode.
Weather shows up in the Extreme events circuits, towards the end of it (It definitely happens in Nurburgring at the end of the Dream Car Championship). It's very infrequently used in the game though. I've had it in some of the tarmac rally events as well, or maybe it was the Italy Tour event)
Either way, it does happen in A and B Spec events, just towards the end of the game.
